Which upgrades for the crew are usefull?

Which upgrades are usefull for the crew to upgrade and which upgrades have no effect or too less to give credit points? Which persons do you reward a medal (e.g. Ritterkreuz)?

If you have TWOS then I would say the Bosun and the Cook because the Morale is broken in SH5 and you need all you can get.
Its a pity it has not been removed from the game altogether.
