I'm not really aware of a tutorial. However, you can load up some of the environmental mods and compare their files with stock game files.

it comes down to hours and hours of testing to find out.

best way to go is pick one parameter and make a BIG change so you notice what affect it has on the game.

make a list of what changes what in the game so once you learn what each parameter does, you can adjust them to get the desired results you are after. just don't forget to test in all zones because one area might have blue water and the next turquoise or green and may look fake.

Main question now is how working together parameters: Light Water Color, Dark Water Color and Sun Reflection Color. As i undestand, if we have some waves on water, Light Water Color it's a side of wave illuminated be sunlight, and Dark - not illuminated, then there is a question: why in all mods Light Water Color so dark, and how working with this Sun Reflection Color? If anyone know this thing i beg to answer.
Another question is how working those parameters in scene.dat.
