I went into the US sub parts folder and found the .dat that contained the scopes. I lowered the actual node itself of the obs periscope, but it still raises to it's old height. So the value must not be controled by the actual 3d model.
Where would that value be? What tells the 3d model to extend to a certain height?

The Sensors_sub_US.sim file controls periscope max height when fully extended. I changed my scopes to different heights too.
Look at a mod like TMO or RFB and see what they did to get you started, for example RFB uses these values: 5.878512 from 5.0 - the Real Fleet Boat values. Look in nodes obj_Extensible in Data\Library\USSubparts\Sensors_sub_US.sim for Attack Periscope. Also there are 2 Observation Periscopes that have to be changed. I believe one of those is the extendable radar.... (??) Hope this helps Happy Hunting!
