Default I took a trip on a sailing ship and when I reached Jamaica I had to stop

I gotta say, the "weed" in Cape Town must be unbelievable. Here is a dude rowing a blow-up pool boat one nautical mile off Cape Town. And get this - his oar is a flipping garden rake!!!!!!

NSRI were called out after he was spotted.

Actually in looking at the photo bemusedly, and knowing what kayakers do on the Napa River and SF Bay where the ganja grows tall BBY, I don't see the problem as worthy of police intervention except for no life vest apparent. The man's ASEA in tranquil waters. PWB (paddling while black) appears likely... makeshift paddles aren't grounds for a non-consensual police stop...
