Default Formosa Straits is driving me nuts

I can't seem to get a mission out of this area. I've progressed from Porpoise to Tambor to Balao and am now on my 10th straight mission there. Starting date Dec 7th 1941, current date Jan 10th 1943.

Installation order:
1. SH 1.5
2. TMO 2.5
3. TMO small patch
4. RSRDC for TMO
5. RSRDC patch for above
6. Nav Map mod

Op system Win7

I've tried to escape this loop by uninstalling all, clean reinstall, reactivating all mods from JSGME and starting over from scratch. Is it a conflict in files with RSRDC/TMO and the Nav Map mod or is it just plain old bad luck RNG?

Although some mods address it, getting the same mission over and over again is pretty common. It's usually the Bashi Channel between Formosa and Luzon for me.

So, I go off mission a lot.

Thanks for the input. I thought I might have the install order wrong but I guess it is what it is. I've taken the approach to hold that mission for the last five fish and go 'sightseeing' .
