This is a bug that comes with the stock game, and we've been living with it for ten years now.

However, there is a fix. This is a wonderful super-fix for several problems, the only downside being that it's a bit of a hands-on tool. You have to work with it to get some of the benefits. The Watch Officer fix comes with the basic installation, so it's no problem.

For anyone who doesn't wwant to tackle h.sie's patcher, there is a little external program make by Tekniq called SH3 Auto Watch Officer mod. It's described here: http://www.subsim.com/radioroom/showthread.php?t=188931 The link is dead, but the mod is available (Isn't everything?) at Plissken's FTP site. This isn't a mod ala JSGME, but a little program which runs in the background. Instaed of "S", you use a different hotkey for the Surface command (selectable, IIRC.) When you order "Surface," the program monitors the little star next to the bridge on the crew status page. When that turns yellow, the program commands the mouse to grab the WO and drag him to the bridge. Works!

Of course, with Blitzkrieg's auto-setup program for h.sie's patcher (Still in beta? Or released? IDK.), using H.sie's patcher doesn't require the hand work any more. So maybe Tekniq's mod is OBE.
