Is the campaign "dynamic" or fully scripted?

Greetings everyone! As the subject implies I was wondering if every campaign will play out entirely the same. Does Open Horizons fix this? One of the reasons why I loved SH3 and SH4 was that the campaign missions were randomly generated. Thanks for any clarification!

If you mean the goals the game gives you far as I know its scripted. However with the exception of historical events that that have been scripted to play out like the D-Day invasion and such the ships and convoys that spawn are completely random.
