Campaign objectives not filling up. OHII

Hi, I've been having trouble finishing campaign objectives. They fill up about a quarter of the way and then just stop no matter what amounts of merchants I sink (Western and eastern approaches both do this), baltic operations isn't even giving me credit for one. I'm following the things to do for a campaignstart i.e. save, quit to main menu, continue campaign .
My modsoup is as following.
Accurate german flags
BRF 1.3 Full
BRP 1.1 HP balance
Steelviking interior mod 1.2 + patch 1.2.2
UI-Boat v5.02
Critical hits for torps
critical hits for deck gun
TDW's das boot crew mod
OH II
OH II grid request fix patch
I'm running all of this on the steam version of the game. Any help would be appreciated cause not being able to complete the macro objectives and thus 0 progress is really putting me of this rather awesome game..

Are you completing the campaign prior to saving?
