Driving swimming pool

Is it the time of year that these kind of news messages appear?
As you can read in the Stupid, just stupid thread, there are drivers and there are drivers.

In Germany the police stopped a car that was changed into a swimming pool.
How about that?

There were three man sitting in the 'swimming pool' BMW convertible while one guy was driving the car. He appeared to be drunk.

The police is not sure if the remodeled car is violating any rules, however the driver will get a ticket for driving while being drugged.
