Welcome aboard

CPU - 3 GHz, 6-8 Gb RAM, 1 Gb fast video card, Win7 or 8 x64

I would recommend a Dual core or better with around 2.6 Ghz. (minimum)

I would use a quad core preferably with about 3.4 Ghz to give the system room to move while your playing you game.
AMD produce many 3.4 Ghz quad core and higher chips at around $199 AUD.
I would recommend an AMD A10 6800K APU.
I use a 6 core AMD Phenom II and that runs SH5 flawlessly at over 60FPS (Screen only supports 60 Hz)

A motherboard with a hypertransport of over 2000Mhz.

A Graphics Processing unit with a Engine clock of 733 Mhz and a memory clock of over 1250 Mhz with at least 1.25 GB of dedicated memory (GDDR5)
I use an Nvidia GTX 570 but that is quite old, but it does that job to an acceptable level (Runs Sh5 at max video settings at a resolution of 1920x1200)

AMD also have a GPU called the HD 7950 can be picked up for around $300 AUD, which is a middle/high end GPU, but if your really a hardcore gamer who wants a good GPU that will last a long time would be the AMD 7970 which can be picked up for about $450 AUD.

DirectX9c compliant sound card.

10 GB (Miniumum) HDD space, around 15 or more if you want to download many mods.

1 (minimum Windows XP) 2 (Minimum for Windows Vista/7) or more (4 GB is enough) gigabytes of 1600Mhz dual channel DDR3 RAM.

You would also need a power supply of around 700 Watts to accommodate such hardware.

A dual channel sound system, like headphones or dual channel speaker system, I would recommend a 2:1 channel system.

If money isn't a big deal, i would get the last high end CPU (quad core is enough), 3GHz at least, and video card (for SH probably an ATI 2Gb at least) and the more RAM as possible. Of course Win7 64 bit (Win8 isn't better).
This way you would be ready for anything coming out...(other games)
Anyway, after short time, all would be outdated

2GB graphics memory is well over the top, even 1 GB of GDDR5 is enough, SH5 even runs on 512 MB.

Most importantly, you need a motherboard that has a Hypertransport fast enough to keep up with your parts.

Even the most powerful GPU in the world would be slow and clunky on an motherboard with a very small BUS or Hypertransport rate.

This game also works fine on a dual core, I play SH5 on one of my Six cores, the load does not need to spread, because the game runs fine within core 1, but this also depends on what core architecture you use.

This game is more GPU dependent than most games, so it requires a GPU with a high engine clock, Dedicated memory is not everything, it's just like people who think Ghz on a processor is everything, you need effective architecture aswell as a high clock rate. A fast BUS and Hypertransport are also needed or bottlenecks occur.

An inexpericened person should not be building a Computer.
