Skyrim on PC

So, since I left my 360 home, I have had a hankering to play Skyrim on my computer. But I have some questions;

-Is it okay to buy off steam ? (Many problems with mods and such)
-WHat kind of specs are reccomended to run it well? With mods?

Im hesitant to get it right now because I already have it plus the first 2 expansions for it so I dont know if Ill want to pay for it again, however if my computer can run it much better looking than the 360 could and run it fine I may entertain the idea.
