If tou mean the large complete ganes mods such as GWX, LSH, NYGM etc. then the answer is yes.
As an example GWX can be downloaded from the link above my sig or the official GWX site (click on my sig).

I think he may be referring to Sober's Mega Mod list, in which case - no. They all have to be downloaded separately, but hey, at least the hard work usually found with multiple mod installations has been done for you.
