The chart says: "Fire under D2". Ok, understood.
But why the additional D1-values?

Between D1 and D2 there is a diminishing error percentage. The closer the depth is to D2 the smaller the error. Below D2 the error is at it's smallest and stays the same regardless of depth. Over D1 the torpedo will fail.
This means you would have the best chance of the torpedo not failing by choosing a depth of D2 or under, but you can try a value between D1 and D2, if the situation demands. If you do try the between value, the closer the value is to D1, the more luck you need. But do remember that the chart only works for those player's who use Stiebler's addon. In vanilla SH3 / plain GWX or other supermods, the torpedo failures are different. (Exact values at different windspeeds and depths can be calculated from Stiebler's addon's documents.)
