Is Steam still required or has UBI seen the light?

First time back here in over a year.
Same question I asked last year.

Will/has UBI released a non Steam version for people like myself whose game PC is not online and like it or not can not play(as well as buy, hello, money for UBI here) a game that requires online activation.

I also bought CoDMW2 and as a used version it could not be played because that one was registered so it would not allow it to even load on a PC. the seller on fleabay gave me a full refund but a lot of waisted time

I can live without SH5 as the play is still short of SH3 GW but thought I would check to see if UBI wanted to tap into a reservoir of cash form those who will never steam anything
