Sub skipping on surface in external view...

I'm running at 1600x900 on an i7 @ 3.0 with 12g ddr RAM and a ATI 6850 cat 4.11, on W7 professional and have 4gig switch on .exe.

Overall fps is fine even in port and inside sub.

However, when in external view my sub stutters as it rides on the surface at half speed.

It doesn't smoothly ride on the surface but rather stutter steps or micro pauses as it travels forward.

Wierdly enough my stuttering stopped when entering Kiel

I have V-sync off and no AA enabled.

Is there something specific that causes this behavior like a known game optimization bug or is there a specific setting that will prevent this....?

That worked amazingly well.....

All my external view stutters are gone w gfx Maxed....
