XXI availability

I'm trying to edit some files cause i want the model XXI available from the 39 and in all flotilla! Someone can help me? I'm trying everything, pretty please. Mod: OM & OMEGU

WBs SH3 mod might help as a guide, this works well. Make backups of everything.
