Can't get some mods to work

Ok,
There's THOUSANDS of posts about this and I have searched alot of them...so I'm sure some of you will respond in minutes with the exact thread I was looking for...lol

I have downloaded a number of mods that are just "RAR "(??) files...and pasted them into the SHIII Mod folder. JGSME says to make a folder with the name and put the file in it. So I create a folder, do same, and select the mod for use.

Then I start the game and none of them start working. I've tried to add some U-boat skins and the life boats mod...but it seems that none of them have started working.

Please tell me what I am doing wrong. I am HOOKED on these frickin Mods!!! lol
