Ships speed is UNK and slow

I have a mission in which Iam using RAFAOB Method ,, , However when trying to solve for speed , Iam using the U-jaged clock .. the ship is an eagle carrier in which the lenght is about 246.8 meters .. It takes about 130 seconds for it to cross my scope crosshairs .. So when does the jaged become accurate when the ship takes over two minutes to cross , your cross hairs ?

Alos I have tried this method

sec on clock /length of the ship * 1.9 i get a low number ..

well when I shoot my torpedoes , They are very far off
