Recruiting won't go up, figures are to be cut again so recruiting will either stay at the same level or reduce.

Then, and this is the ingenius bit, they'll recruit females only, and pay them less*.

* I know that this in reality isn't the case any more, but it'd be enough to get the 'I'll-jump-on-that-passing-bandwagon-knee-jerk-reactionaries' upset over this. It'll take the heat off Clarkson, and Cameron if he doesn't fly home tomorrow with good news for UK.
