[WIP] sobers green crew SH5

Basically what it is , on your crew page you click on a crew member and it tells you what % your crews ability is at .
There will be 23 levels
Level 1 your crew member has 56 % of his efficiency , up to level 23 where he has 100 % efficiency . (these are in 2 % incriments)
Your crew gains experience points as the game progresses . For level 1 you need 0 experience points . For level 23 you need 2300 experience points . I think on average your crew would gain 500 experience points per patrol (2 weeks) . This is a rough guide so your crew should be up to speed in about 5 patrols .
