Default Strange Port/ Belgian but with German's????

So, We're sailing down the European coast (pre-war, Aug'41) and we're killing time basically, but doing some important Recon for later (I as Kaleun, have this dreaded feeling that war is impending) so... We reach Belgium. We go in to take a look at on of the ports (I don't have the map in front of me but it is the port above Dunkirk). I'm a bit suprised to see the port full of Germans; German Military, the Band playing to a Merchant ship (Many Merchants in this harbor) and Scaffolding with builders, building a U-Boat.
Obvious question, why all the German's in a Belgian port???

The one above Dunkirk is Osteinde (Ostende in German). A bit further up north is Zeebrugge.

But in 1941 the war is pretty wel on it's way for Belgium. (for this port in game since june 1940)

Well, unless "Aug'41" is a typo for "Aug'39," I have some very disturbing news for you: the war isn't exactly "impending" anymore. It's been going on for almost two years now and Belgium's been full of Germans since last spring.

Did you mean August 1939? Because by August 1941, there was definitely a war on. And I sure as dammit wouldn't be tomcatting around down there in August 41.
