Pentagon says China still using means foul and fair to gain foreign technology

China is continuing to leverage foreign assistance in the form of commercial joint ventures (JVs), academic exchanges and "state-sponsored espionage" to develop its domestic defence industrial and research capabilities, the US Department of Defense (DoD) has claimed.

The assessment of the strides taken by China to meet military technology aspirations was presented to the US Congress by the DoD on 25 August in the annual 'Military and Security Developments Involving the People's Republic of China' report.

"The PLA [ People's Liberation Army] has decreased reliance on foreign weapons acquisitions," the DoD said in the report, but added it "still looks to foreign assistance to fill some critical near-term capability gaps."

Beijing - the DoD noted - maintains its "long-term goal to create a wholly indigenous defence industrial sector, augmented by a strong commercial sector, to meet the needs of PLA modernisation and to compete as a top-tier producer in the global arms market".
