If I was a foreman at that site, I'd go on for hours about safety regulations preventing me to give clearance for the tow truck to do it's duty and all the papers that have to be filled to avoid a lawsuit that would get lost 5 times until... the concrete would set

This happens far more frequently than you think.
I was working on a freeway when a guy drove almost a quarter of a mile on fresh concrete. He was going about 50 when he pulled onto the fresh lane and he just sank more deeply into it till he came to a stop. He had no idea of what caused his car to keep slowing.

His insurance company was billed for all the damage and a quarter mile of freeway concrete removal and replacement was a pretty hefty sum.

On the same job another guy pulled onto the fresh mud to pass several cars and hit the CMI machine pouring the mud. This one almost got his butt kicked as he was mad as heck for US damaging HIS BMW.

Only in California.
