Promotion points

I am well into my campaign having started in 1939 and now into 1941 in Mare Nostrum.

Throughout as I earned points, I gradually increased the abilities of my crew via the system and reached the point where I had used all of the available improvements to crew competency given by the game.

However now with this in mind, I have 125 points to use, with no way of using them, and some of the officer's competency slide bars still show room for improvement.

This has worried me for some time, so does anyone know how you get to use these points, since they are only going to increase as I progress?
