problem with manual TDC

Hi .. i'm realitvely new to SH5.. but i've watched the youtube videos on manual tdc.. however, I don't see the little face icon of my xo in the periscope view giving the option of turning on TDC... I thought I could circumvent this by setting manual TDC in the game settings, but it doesn't seem to matter.

What i'm trying to do is get my officers to at least give me the options of using the tools such as protractor, ruler, and compass and allow me to plot the range, bearing, speed, and aob of the ship so I can give my crew the option of finding a firing solution for me.

Mind you, i'm still in the first mission of the campaign, but after sinking the sitting duck at the start of the mission, I can't sink any more ships because there doesn't seem to be a way to plot a solution for my crew.

help please, and ty.
