Resolution issues with Steam SH3

I bought SH3 back in 05 and enjoyed it immensly, but fastforward to 2011 and I can't get it to work on my current rig despite removing Starforce and the no-cd patch thingie, game loads than immediately CTD's. Luckily I bought Cliffs of Dover on Steam and it comes with SH3 for free with no starforce and no need to patch manually. Everything works fine but I can't seem to get the resolution to change. I have tried a few tricks the forum recommends (SH3_XPSP2_Res_Fix_for_1.4b) but it stubbornly stays at 1024x768. My monitor is pretty large and my default setting is 1920x1080 so obviously the current setup is not ideal.

At best I can currently set the game to windowed mode, but with that resolution the window is really small compared to the screen. Bumping the resolution up to 1280x1024 would be fine if I can't get widescreen to work, but I can't change the resolution period.

Most of the posts I find through google are a few years old and the links dont work (ie he community manual). I am wondering of the Steam version needs to be handled differently.
