Is something wrong with my enviromental settings?? Help!

I don't know if its just me, or I don't have something set up right or if I need a mod, but I am having a big problem with 'fog'.

I'll get a weather report that says light or medium or heavy fog, and I wont see ships until I am almost ontop of them; thats fine, but theres NO FOG! I can see as far as the horizon as I usually can, but the ships just wont appear until I'm very close, yet theres no fog there hiding them. It's just as if the game decides to render the ship models when theyre close enough instead of an enviromental effect hiding them.

Help?
