Saving Options

Ok so I'm in the middle of a campange and I return to my home port, I end my patrol and exit to the main sxreen. I make some changes to my options (turn off unlimited fuel) then I continue my campange, leave my base and head out to see but by the time I reach the English coast I still have 100% fuel. Can any one tell me how to change this or do I need to start a new campagne? Are there some files I can edit?
