How do you give out medals??

Meaning.. How do you figure out who deserves them? or do you just give them to people that did a great job for that patrol? For example, If you needed torpedoes loaded really bad during a battle, give medals to torp men?
Or if you were damaged badly and used Machine guys , give it to them because they did a great job patching you up?

Just curious..

Now that's something I have never figured out either. Generally, I hand them out to the officers first, the CPOs and then the POs. After a while, I give them to whoever hasn't gotten one yet. I've never noticed any improved performance by recipients either.

This was a similar question I asked, also what do they do? But apparently it's all a role-playing thing. I basically give the medals out to the crew that did the most work on my last patrol.

I give 'em to the men who did the most work first, then the non-coms and lastly the officers.
