Realistic medal mod and operating it on Win 7

Anyone know of a mod to make the medals more realistic and historic? I remember reading about an older medal mod, but looking for one for TMOwTw_170_Final that operates w/ V.1.5. Also, how do I get the medal mod to operate? I install it after TMO, but NEITHER one works! Yes, I put the SH4 directory onto the C drive and have the JSMGE thing opening the mod.
