How come there are never any (real) warships docked in harbours?

I recently snuck into Tokyo Harbour and went for the closest docks only to find the usual gun boats and 2-3 Maru freighters. Made me think that the dozens of harbours I've been to, I've never even seen a destroyer parked, other than the Yammato mission.. Is it possible to sink one that's docked?
