Only if you want to run GWX3 with SH3Cmdr but without CTDs.

They're not at all necessary to run SH3Cmdr. But they are certainly necessary if you want to run SH3Cmdr and GWX3 together. If you are not running GWX3, then do not install them.
If you are running GWX3, and you run SH3Cmdr with the "Historical U-boat availability dates" and "malfunctions/sabotage" options selected, then yes, you need them. Otherwise you run the risk of CTD as well as introducing incorrect data to your game. |
