Daylight Savings time changed again!!

Over here in South Australia they have changed the daylight savings time, so now the setting in Win XP is no longer correct, it wouldn't bother me except that a satellite tracking program I use is dependent on this!!
Is there a way to manually change the daylight savings start and end time settings within Win XP?

Thanks Dan, got the WindowsXP-KB970653-v3-x86-ENU.exe file and ran that. (the easy way)
