Sinking neutral ships

Hello!

I tracked down one medium cargo ship and now I have torpedo solutions calculated and I'm ready to fire. To my grief I noticed that the cargo ship was american which is neutral in 1939. So is there any penalties for sinking neutral ships? The ship also had spotlights pointed to it's flag. Maybe I can assume that it is secretly cargoing weapons for Britain so it is considered as an enemy, nobody would know...
