You'd still need to dump hardware into the ocean to catch the reflected signals. Might as well use it as the transmitter while you're at it, lot cheaper than a laser.

Clearly what is needed is fricking sharks...with fricking laser beams attached to their heads...

Now they would destroy a sub.
