What's With the Neccessity of Clicking the TDC Twice?

What's the Deal With Clicking the TDC Twice? I was just posting here...http://www.subsim.com/radioroom/show...97#post1027397 and this subject came up and I've never heard an explaination of why.

Here's the issue...When input is done on the TDC and the PK is off, it requires at least two clicks on the TDC input button for the TDC to update correctly. Does anyone know the reasoning behind this (if any) or is this one of those unexplained bug kinda things? I'm sure I'm not the first to wonder the signifigance.
