GW 3 install error:JSGME mods

Trying to install GWX 3. I get the error message: "Modifications installed via JSGME were found. Please disable all mods before continuing."

I exited the installation, ran JSGME, and removed all mods. Reran the GWX 3 installation and still got the error message.

What do I need to do to solve this problem?

go into the MODS folder and delete the !BACKUP folder.
It's a hidden folder so you may need to change your
settings to show hidden folders.
