2 questions about SHIII

Hello and greetings, I am venturing into SH III waters and am researching mods and install, and have two quick questions, and btw thanks to all for so many wonderful mods and so much helpful posts.

Can someone tell me if these are a set of translated sound files and for one of the major mods or what for:
SH3_oggvorbis1.rar

files 1- 7

and i am very interested in the open hatch mods, can we install them all for all types or do we have to change them for each type boat that we command after it is selected..??? thanks for any help ...
