How to setup Tarnmatte from the start ?

I'd like to set up the Tarnmatte for the Type AM submarine as she had it from the start, how do I do that ?

And give it later to the Jyunsen B..

if it would be anywhere...it would be in the upgradepacks.upcge file...just reset your dates and voila!it might have to be that you will have to remind everyone that you have to enable it from the start
