Sound MODs question...

How do the following MODs relate to one another? Which does what...which is considered better and why?

If both can/should be installed together, is there a recommendation on which should be enabled first, allowing the second to overwrite some files?

The ROW sound MOD that I have doesn't have any speech folder in it, only noises. I am not familiar with Poul's English Speech, but if it is what the title implies and just speech, they shouldn't conflict with each other since they are installing different files.
