Renown costs question

My ultimate goal is to take out a Type XXI towards the end of my career. Mid-1943, I have 36,000 renown. There are some potential upgrades to get, but I want to save money for a) the Type XXI and b) the right torpedoes for it. I'm currently using a IXB in Lorient. Will I have to use renown to switch to Norway? Will I have to spend renown to upgrade the XXI with things like radar detection, better hydrophones, etc. or do they come stock with that boat?

I'm also debating switching out of my IXB and into a VIIC-40/42 before going to a XXI. Either that, or I'm going to have to get REALLY cautious in some of my later attacks.
