(REQ) Japanese Bases on the Caroline Islands and prop. guards on the Gato Class

I downloaded the mod titled "Carotio Truk Corals Harbours Cities Locations".
I like this mod , so one suggestion came to my mind...
I was patrolling around the Caroline Islands but then I was wondering why there were no Japanse bases around the waters and after all, I couldn't find any Japanese merchants at the partol.
I know "our" IJN stationed on some islands, so I hope someone makes such a mod and add more trafics on the waters.
And on the other hand, how about the prop. guards on the Gato Class?
Woops, I use SH4 1.5 and Trigger Maru 1.5.2.
