Slow XXI boat

I have TM Overhaul installed on my v1.5 SH4.
I was shocked when i tested XXI boat and it made only 7kts submerged, is this some sort of bug or what? That boat should reach speeds of 17kts.

Any thoughts?

1. There's no Type XXI in SH4. It's the Type XVIII.

2. The Type XVIII can reach about 11 knots underwater without the Walther turbine, so it must be a bug with your computer.

Well, just press the big red button and watch her go 25 knots submerged

So it was XVIII, not XXI. That model fooled me.
