Crew management?

Ok, I officially don't get the crew management in this game. How do you get damage control teams to work on specific problems? How do you ensure your crew is rested? (half seem asleep, and there is nothing I can do about it). I understood it in SH3, but I don't get it in SH4 - and the manual is no help whatsoever.

Any help appreciated!
