Mk-23 Torpedoes?!
Mk23 Torpedoes? why? they do the same as Mk14's, yet they cost a bunch of renown? What is the upside to them? Or is there none?

Good question. From Navweap it appears that the only difference between the Mk 14 and the 23 is that the 23 does not have the slow speed setting.
Could this be a bug/typo for the Mk 27?

Nope! They are also slightly more reliable than the Mark 14s. As the war goes on the Mark 23s don't cost anything and are well worth using because of their increased reliability. As long as they cost renown, I'd just stick with the Mark 14.

I prefer the slow speed setting on the awesome Mark 14.

The Mark 23 was exact same thing as the Mark 14, except that it lacked the slow-speed setting. It didn't last long in service because, as the war progressed and Japanese ASW improved, submarines had to fire shots from farther away, hence the need for the low-speed setting.
