Handing Out Medals

I've always had a problem when it came time to either hand out medals, or promote my crew. I would hi-lite a crewmember, and drag the promotion/medal over the crewman, but it would never stick! Sometimes after several tries, the crewman next to the one I hi-lite ends up receiving the award.

I know there must be some criteria that must be met to allow a promotion, but at least in SH3 you would receive a message letting you know a man couldn't be promoted, and why. Something's wrong here, and I don't know what. It's been this way for me since day one!
