Are you talking about a screenshot, or a photo as in "photo recon mission"? If it's a mission, when you're near your objective, switch to your Obsv. scope. An icon of a camera should be available. Point the scope at your objective, click the camera button, and mission accomplished

While at the periscope station (either of them), press F1 and the help will appear, stating:
To complete a photo recon objective, lock on each ship and use the Take photo button. The button is the last button in the 3rd tab (the one for the periscope) on the bottom bar on the screen. Also, the button only becames enabled when you have an uncompleted photo objective and you have locked the periscope on a ship. PS: the help system I'm talking about has been introduced in the add-on:
