How to upgrade my conning tower to late-war-style?

I started current career in 1941 with a porpoise, then commitioned a Gato in Sept. 1942, and I want to keep it until 1945.
How to upgrade my conning tower to late-war-style? When can I have this option?

The conning tower will be upgraded during different corresponding time periods throughout the game. Just keep using the same boat.
