Foreign fonts

I should be very grateful if anyone could give me some advice about a problem that I often have concerning certain fonts. I have already written several times to other games forums about this, but so far it has still not been solved.

I live in Moscow and very often, though not always, in game texts German umlauts (Ää, Öö, Üü) and "scharfes-S" (ß) appear in cyrillic letters, e.g. "ä" always appears as "д"; something similar also occurs with French accented letters. As I always play in "full German mode", i.e. with German text and speech, this irritates me greatly: on the one hand, for example, my bought in England stock SH3 displays all the German characters flawlessly, whereas SH3 Commander presents me with those irritating cyrillic letters in place of umlauted vowels and "scharfes-S" in the dialogues that take place in the nightclub.

In my computer I have tried out all kinds of permutations and combinations of standards and formats in "Regional Languages and Options", but to no avail.
