is there a fix for low fps at dawn and dusk (10 fps hit for me)
ive got an 2600xt card factory overclocked

I see it shows what is causing it, but where does it tell one how to fix it? and BTW, what if you have an INTEL?

Looks like the thread has some people investigating a way to test the problem in a predictable way, but no user-friendly fix as yet. Good place to keep a watch on the progress they make.
